Re-opening of Unaffected Pools

In our recent announcement (https://x.com/ALEXLabBTC/status/1794883894820384850), we mentioned that some unaffected pools that do not require migration can open immediately. These include xUSD/USDA stableswap, STX/xBTC (legacy), STX/sUSDT (legacy), STX/Welsh, STX/xUSD, STX/MIA, and STX/NYC. Many of our community, who wants to see ALEX re-open as soon as possible, expressed the desire to open these pools as soon as possible. While we at the Foundation would also like to re-open ALEX as soon as possible, we recognise the risk that such re-opening may result in the exploiter swapping stolen STX through these pools and may render these unrecoverable. So we must balance the benefit of re-opening the pools versus the potential risk of doing so, and would like to confirm the view of our community through a governance vote on this matter.
